district 38 races???

are there still district 38 races??? how can i find their schedule? any webpages with info on what i need to race, different classes, locations?
any other local amateur racing for old farts in san diego?
how competitive are the "beginner" "races"? can you race at the lowest level and not be worried about killing yourself or others? :D
