Excel rims - cleaning?

I have a film on my black excel rims. Anyone have any ideas on how to take it off? It's almost like a hard-water film in a bath tub.

Try Oxi-Clean 50/50 with water.

I use Mr. Clean from the super market. Mix it in a spray bottle 2/3 mr. clean 1/3 water. Use a soft bristle brush and clean away. It is also great for the whole bike. Also with black rims, if your water has any hardness it will leave spots. You may need to towel dry after
