Head studs

I took my head studs out to have some work done. When I put them back in, the local shop said they get 13-14 ft.lbs. each. I did this, and now they're all different heights. Is there a certain height they are supposed to be? Were the torque specs. right? What's the best way to get them all even without having to worry about stripping the cylinder?

make sure there all in the same direction, one side is longer than the other.

I've got them all the same way (I think the threads are different). I figured torque specs were probably not the best way considering if one hole was slightly tighter, it would torque quicker. I was hoping to find a height to set them all too. I was going to put them all as low as the lowest one after torqueing, but thought I'd just end up stripping one. I also thought about setting them all as high as the highest one, but that might leave one too loose.
