I would do it anyhow, Calif. is not the only state trying to ban DS conversions, beside it seems that if one state does something it sets the stage for others to follow

I called the DMV and asked them if I could plate my 426, but they said the engine had to be certified for street registration. I explained that I had just bought all the legalizing hardware just before the ban was implemented (a lie, of course), and now I was out all that money because I couldn't plate my bike. They gave me an EPA number so that I could ask for an "exemption" form.

I called the EPA, but they said there was no exemption form, because the DMV had been doing it wrong all along (allowing plated registration), so there could be no exemption from something that was legally wrong in the first place.

We seem to be facing an uphill battle.

Paperwork to start the registration process must be started by February 1, 2004.

We scored another point in the game

Great news! It seems like at least a partial victory. I am glad that the people who have recently purchased bikes to convert to dual sports will be able to plate them. Maybe through a little more time and effort the ban could be lifted completely. Keep up the fight!

From RacerX:

CALIFORNIA ROLLS BACK ON OFF-ROAD MOTORCYCLE CONVERSION BAN
- press release -

The California Department of Motor Vehicles has rescinded a memo it issued recently issued that stopped allowing the conversion of off-road motorcycles built since 1978 into street-legal or dual-sport machines.

But the department said it would issue new rules soon.

When the department released the memo in July stopping the conversion of certain off-road motorcycles to street-legal and dual-sport use, it represented a major change in policy for the agency. That's because the DMV's own registration manual, and a California Highway Patrol bulletin, spelled out procedures for legally making such conversions.

August 22, 2003 DMV issued a new
memo suspending the conversion ban until 1-31-04. Specifically, the new policy is:

03 and 04 Green Sticker motorcycles purchased by 12-31-03 are eligible for
conversion following the procedures outlined in CHP Bulletin 888 and DMV
registration manual sections 30.335 and 30.34

The conversion process must be started by 1-31-04
All 02 and earlier model year motorcycles with Green Sticker registration
are eligible for conversion

Existing owner conversions will be allowed to renew registration
indefinitely
