ok so ive been looking for one and i found a 1999 xr200 for $400 but he says that it needs some levers a right foot peg and that the kick starter is stuck yes or no :)

what do you have 2 do if the kick starter doesnt work? i also found one that runs and is in beter shape for 600 should i offer 500 for it and try to get that?
