Starving for air

Is all foam oils the same? I used a Honda foam oil for my KDX and now it seems like it is starving for air, is there a possibility that there is to much restriction? I made sure to wring out the excess oil before reinstalling. The oil is a thick green oil in a bottle (not spray). Any help would be appreciated.

I believe that I used to over oil my filter, now I do not saturate both sides. I use Bellray foam filter oil, I take the filter (after cleaning) and turn it inside out. I then pour in enough oil to cover the surface and massage it in. turn the filter right side out, grease the rim and install. I do this after every ride in the summer (dusty) months.
