Is the 1173 Leaner than the 1172?

I have a 1990 KDX200. From what I see from a chart I got from Boyesen power reeds. The 1173 has a larger diameter shaft which makes it a leaner needle and effects mixture from Idle to 1/2 throttle.
My KDX Kicked butt this weekend! I installed power reeds and removed snorkel and drilled 3 3/4" holes on lid. In fifty miles I fouled one plug. I could feel it starting to foul so I ran full throttle for a little bit and the bike ran fine. It fouled on me when I was riding my 4 yr. old on the tank which I couldn't rev it out. I did a plug chop at wide open throttle and the plug was hard to read if there was any brown tint to it (it was white). Maybe the 1173n and clip position will help lean it out enough.
