I am looking for the Keihin equivalent to a Kawasaki 1173N jet needle.
I was told by a distributor that Keihin did not have an equivalent jet needle. They did have an equivalent to the 1174N. Does anyone know
if there is such a thing?

I did. That is where I got my Keihin part number from, N427-48BGP.
They claim the only place you can get that particular needle from is
Kawasaki.

I get BGP from JD spreadsheet, which corolates with the conversion chart on the above link.

I dont know if Sudco has a BGP, some combinations are not available I have found, like CDK, I use a shim for the 1/2 position.

twocycle many bike manufactures use proprietary needle profiles that can only be purchased from a dealer. You can however normally find a needle that is very close to a proprietary profile by cross referencing the needle conversion chart on www.carbparts.com

When you find a needle you'd like to try I suggest you pick up a Sudco needle, they run aboiut $5 each. Unlike stock needles they are made of brass which helps keep the cost down and are much cheaper than stock or Kiehin needles. I know that RB Designs carries a large selection of Sudco needles in stock. Most people won't order just one needle given the cost of shipping etc. I'd find 3 or 4 that you feel you'd like to try and go from there.
