Can you pull it by hand? If so, then you need to check that the pin is still in place on the bottom of the activating rod where it connects to the governor behind the RH engine cover. If the pin is still there, then you'll need to check the governor itself.

nope all you should need is an 8mm socket for the clutch covers and a 17mm for the kickstarter and the proper screwdriver for the hose clamps. plan on a new inner clutch cover gasket ...seems they like to stick to both sides

Has the power valve assembly ever been disasssembled and cleaned? When was the last time?

Is the bike running the overly rich stock jetting?

If so, this can eventually gum up the power valve.

The little rack or the gears that drive the rack can get stripped, especially if they get gummed up by running the jetting too rich for 19 years.

If this is the case, it will move freely by hand, but the gears and rack are not meshing.

This is why you need to do a top end every year on a 2 stroke. To clean the power valves! You have them gummed up and I am sure you are missing teeth on more than a few of the parts.

Be warned, they are about $50 each small piece in the power valve assembly. You can rack up a $300 bill really quick just in the pv parts!

So pull the top end, start cleaning and inspecting.

DON'T RIDE the bike if the valves are stuck. They will break away and cause all manner of damage.

Pull the top end: clean and inspect.

The 250s are way too rich in stock trim and this can cause the power vavles to go south quickly.
