Kips cleaning

I am cleaning the KIPS on an 89 KDX. There is small amount of spooge inside the shaft cover. Is this normal? Also when reassembling what position should the lever and shaft be in?

Thanks Jaguar. I understand about the timing with the valves and shaft.
What I am unsure about is after the gears and shaft are installed.
When I put the actuator lever into the "pulley" on the shaft should
the valves be in the open or closed position? Or does it self adjust
itself on startup? Good job on the website.

When timing the KIPS valves, is it more important to have the groove
in the rack in the center of the left exhaust valve bore or the rack completely pulled to the right? With the rack pushed in just slightly everything lines up perfectly.
