I usually clean my air filter in oderless mineral spirits(paint thinner), then spray it with the hose. Next I swish it around in soapy water for awhile until I think mineral spirits mostly gone, then spray with hose again until soapiness is gone, then let out to dry. Then you have to make sure you oil the filter with something before putting back in.
For the idle screw, it depends on bike, etc. But its usually the choke knob, so turn the knob out a little at a time, like unscrewing it. But it could also be a bolt that is higher on the carb, its NOT the air screw.
