need help adjusting floats in carb

i got a question just wondering in my manual it says to adjust the floats at 16.00_+ 1.0mm but the + is on the top of the line just wondering whats the height is it 16 .00mm

16mm plus or minus 1mm tolerance limits. your float muts be between 15-17mm. 16 being ideal.
