problems with the spring guide and spring

I have a 95 CR125 and the forks started to feel like something was putting them in a bind. So I took them off the bike and just one was doing it.I proceeded to disassemble it. The spring was so tight around the spring guide I had to pull really had to get it off. Why is the spring so tight around the spring guide? I even turned the spring upside down and it was still tight around the spring guide.

Maybe the wrong springs, but i think ive heard of this problem before where the guides expand and need to be turned down on a lathe.
