Pw50 rebuild problem...

I'm working on a pw50 for a friend. The cylinder was shot (oil pump wasn't working right) so I bought a new top end kit. After I put it all together it won't start. When I checked the compression I was only getting about 30 psi. Everything else seems to be working as far as I can tell.
I am now waiting on new gaskets since I took it back apart to check the piston rings. Everything appears to be put together right. I am having a hard time figuring out what is wrong. I'm starting to think I have faulty parts.
What am I missing or where do I go next?

Well I managed to get it to run finally. I had to order new gaskets so I went ahead and ordered a piston kit with it. This piston had the 3 ring set up where the first one only had 2. Not sure if that made the difference or not but it now starts. Now I just have to chase the carb problems so it runs right.
