Don't know for sure if this is the problem you're encountering, but the forks are sensitive to the axle positioning. Lightly assemble the wheel to the fork, and bounce the front end a few times. Then tighten the axle pinch bolts, then the captive bolt. If not carefully set up, the fork legs are "tweaked" slightly out of kilter and oil gets past the bushings. This also affects fork performance. I have experienced this very problem, if in fact that is what you are describing.
