Im looking at a 99 rm 250. It smokes quite a bit, is hard to start and doesnt idle all that well. What could it be? Is the bike still worth giving 1000?

sounds like it just needs to be jetted correctly, at most may need a new top end. I think that is still a pretty good price, but if that is his asking price, I would try to talk him down based on how it is running.

A grand for a 99 RM250 is about a $100 or so under blue book.. with the way that you describe it you should be able to talk him down quite a bit.
