Seized footpeg mounting bolts - what to do?

I was just takin the footpegs off to put some anti seize on the bolts, and the bolts have seized. It's not the big 17mm bolts, its the allen bolts on the bottom. I haven't been able to ge them out because the allen wrenchs don't have enough leverage, and I'm practically bending them in half! What shall I do? I tried WD-40 and pentrating oil to no avail...

Do you know if the manual calls for blue loctite on those bolts? if so a little bit of heat might be in order.
An air impact gun might be the only way out at the risk of snapping a bolt or wiping the threads out of the frame . Either one doesnt sound to good though!

You might be able to warm up the bolt a bit with a propane torch then soak the area with wd 40 and then give the head of the bolt a good tap with a hammer. give it a shot if it dont move walk away for a bit and let it all cool down again and give it a shot if not warm it back up and go thru the steps again.
