Could the needle position being one step lean cause my bike to not rev up the way it should when shifting? Like id be going in 2nd screaming pretty good and shift to 3rd and the engine wont rev up or should i say "stay on the pipe" as well as it should. Any input?

It's easy enough to check. Move the clip up one notch on the needle and then ride the bike to see how you like the change.

You can also try adjusting your air screw if you haven't already fine-tuned it. After you adjust the clip, you should re-tune the air screw before drawing any conclusions.

I think you mean "move the clip one notch down". But what ever, put it back in the richer position and see what happens. It will only take a few minutes to do it.

Bodge, that condition does sounds like a lean bog. If you moved the clip down one and it went away, that was definately it.
