Spark arrestor packing

FMF TC II spark arrestor - should the outlet end be repacked? I bought this silencer used, and it has no directions. Looks like there is space for wrapping a real short piece of fiberglass around the arrestor core. Are you supposed to?

It currently has no packing in there, but seems very quiet with fresh packing in the front (silencer) section only.

I have the same spark arrestor and when I repacked mine I tried to repack the tip but it was a pain, I couldn't get the arrestor back together so I left it out and I haven't had a problem with it.
