Once I torqued the spokes, the rim was way out of true. You'll have to make some adjustments from there. A new rim will have less of a problem, but mine has been pounded into the ground and onto rocks a few thousand times.

My spokes have allen heads on the inside. If you remove the tire and rim tape, you can use a standard inch*lb torque wrench with an allen adapter. It's not a bad idea to remove the nipples one at a time and put some anti-seize on the threads of the spoke.
just remember , when you check your spokes tighten each spoke a 1/4 turn at a time your you will pull your wheel out of true ,unless the spoke is super loose tighenen it till the nipple touches the rim and then go from there.
