Throttle Cable setting Question ( Jetting )

My Question:
On my initial settings after an Engine rebuild and Carb cleaning... Should I initially adjust the throttle cable/Valve for Idle or should the throttle cable/valve be fully closed during Idle and the Idle be adjusted through the choke Idle adjustment?

My background...
I have a 1994 Yamaha WR250, I completely rebuilt my top end, cleaned the carb, and complete closed the Idle on my choke. When I started the bike I adjusted my throttle cable to allow the Bike to Idle without having to touch my handle. I did not need to adjust my Idle located on the Choke after adjusing the cable. Is this ok? Any suggestions?

After a good Answer, I will move on to jetting.

The throttle cable should be set to allow the slide to fully close with about 3-4 mm of slack in the cable. Set the idle with the choke knob.
