Tire conversion for inexpensive tires

Hey guys, can someone explain this to me? I'm looking for a set of inexpensive tires for a '94 RMX 250. JC Whitney has some good prices with free shipping (around $75).

The problem is their sizes are listed in inches. I've looked at a few tire conversion charts but I am stumped when I look at the conversion to inches

So, my current tire is a 110/100-18. From what I've read is the second number (100) is the aspect ratio, so my tire is 110 mm wide and the side wall is 110 mm tall. So in the conversion table, why are their two numbers for inches?? Shouldn't it only be one size since the tire is the same size tall as it is wide? Instead, it shows 4.00/4.50 ?? On the JCWhitney site, they only show one number for their tire sizes.....and they only have a 4" x 18" tire and a 4.10" x 18" tire........does any one know what size I should get?
