Turning KIPs

Quick question...should I be able to turn the KIPs main shaft by hand (holding onto the gear and rotating it). Cylinder is off bike. 03 KDX 200

Yup, should rotate freely.

ok...mine is turning now....was a little hard at first but moving freely now...just got it back from being cleaned up and ported....shhheeeww...thanks again!
