Turning Pictures Into Paintings?

The photographer at one of the tracks we race at does this (I don't know what you call it, but I've seen it other places) process to make a picture look like a painting. Here's a cool one she did. The original picture:

It looks like she basically boosted the contrast and applied some blur (probably with the help of layer masking). There are plenty of ways in Photoshop to make a photo look like a painting. I just did a quick job here to show you. It's just a random shot of Bub's and then a Dry Brush applied to the same shot. There are tons of different looks you can build in Photoshop. Just go to Filter>Artistic and play around with those. If you use the preset stuff there it literally takes about a minute to do it. (I think I spent about two minutes on this shot...and it shows).
