It looks like she basically boosted the contrast and applied some blur (probably with the help of layer masking). There are plenty of ways in Photoshop to make a photo look like a painting. I just did a quick job here to show you. It's just a random shot of Bub's and then a Dry Brush applied to the same shot. There are tons of different looks you can build in Photoshop. Just go to Filter>Artistic and play around with those. If you use the preset stuff there it literally takes about a minute to do it. (I think I spent about two minutes on this shot...and it shows).
