Valving question

I had my suspension worked on too many times only to have the forks still too soft. Here is my question though. The first guy who did them put in Race Tech springs and gold valves. The second time (different guy) the guy stiffened it up. Im taking it back once more to be even stiffer. I know nothing about the valving in the forks, but wouldnt more pieces (shims or whatever their called) be needed to make them stiffer? Or are the pieces in their just rearranged or something?

I realize you guys are pretty intelligent with the suspension and all from reading some of these posts, but please pity me today and fill me in on how this works...surely it would take a second

I was expecting someone to answer you as my fingers get sore;)
typically you need more shims to stiffen it up-you can rearrange them but for stiffer lets say more shims needed.
