It shouldn't matter if it's a bicycle, a mini, or an ATV a helmet should be worn whenever they are ridden, even for a little spin. I really believe some parents are just plain stupid and they pass this to their kids. It's very unfortunate when anybody get injured or worse, there is pain and suffering as well as financial costs which very well could have been avoided or minimized if a little effort was put in to learning and proper gear.
