Why are there two throttle cables?

Moving from a two stroke to a four stroke recently I noticed that the throttle has two cables. What are the reasons for this?

About the only idea I can come up with is, if the spring in the carb breaks you can still turn the throttle off with the other cable.

Is there a trick to adjusting the cables?
The extra cable seems to create more drag and the spring doesn't want to return the throttle very fast.

haven't paid any attention to adjustment issues, but my layman's brain has told me that its something of a "push-pull" throttle, with the extra cable to help pull the throttle closed due to significantly more vacuum pressure on the slide which may not allow it to close with just the standard single cable type setup.

Of course, I could be talking out of my ass
