Why can't my bike idle?

i have a 2006 Honda crf 250r and when I start up my bike it will idle but only if the choke is on and when I take the choke off I have to keep reving the bike and after I'm done riding I can't come to a complete stop without the bike dying, and I don't have a stock carburetor it's a Tokyo mods carb I called them and said the same thing and they said turn the idle screw up but I want to know if that's a 100% correct

Turning up the idle speed is a reasonable place to start. Raise the idle till it settles into a rhythm. If it is idling too fast at that point you can fine tune the pilot jet and pilot fuel screw setting to clean up the idle jetting which will allow you to lower the idle speed to something more comfortable.
