Wont turn over

HEY.. I have a 2005 Orion 125 (80 witha boar kit) 4 stroke, and i just purchased a new spark plug, changed the oil, cleaned the air filter and bought a new fuel hose... before all these modifications it was not working properly eitehr. after all these mods. it still wouldent turn over... but fuel is spitting out of the air intake every time i attempt to kick it over... any suggestions would be much appreciated thanks!

Clean the carb and set the float level while you are at it.

how would i go about setting it... ive cleaned it just before winter... and havent used it since... but it might be a bit sludgy...the float should be fine but ill take a look at that...but again.. how do I set it
