In Gordon mod trim it is right in the area of 30.5-31.5 hp with it making its horsepower and torque below 7500-8000 rpm with a complete drop off to the limiter. They put out the same as a 250F with about 2x the torque. Generally, the 250F's need to be above 6000 rpm to make there power/torque.
The best mod on the XR 250/400 (bar none) is additional cc's.
I think moderate additional displacement with a good exhaust and some head work make for the best combination. The stock head pipes leave a bit to be desired for flow especially before the welds being cleaned up. Going nuts trying to make the XR4 or XR250 for that matter competative with the new F bikes defeats the purpose of the XR which is to run for 100 years after the sun burns out with just oil & filter changes. :)
