Does anyone know if there should be a pin or bolt holding securing the arm in the circled area in the picture?

I took the power valve cover off my bike (1996 Yamaha WR250) and there is no bolt so the arm just floats free...is this ok?

Get a manual first off, and secondly, NO that hole is for pinning the arm in place so you can remove the bolt. If something is in the hole then the arm cannot move, meaning your powervalve wont move, I.E. crappy performance and possible damage.
