In a way, there kind of isn't a market for it. The manufacturers see that off-road guys are less likely to buy a brand new bike every year than the mx racers, and less likely to spend money in general. The power the 450 makes would be largely wasted in the woods--in my area, at least, there are very, very few YZ 426s at hare scrambles and enduros. Only the more open ones involving mx as well. Since most guys buy a new bike then customize it to their liking anyway, I'm sure Honda figures why waste all the money and marketing time and effort to produce a different model when the customer can simply buy different gears, a larger tank (I'm sure IMS will come out with one soon) and some handguards? Baja Designs can wind any stator to create a lighting coil. True, the success of the YZ/WR line is unmistakeable, but even in offroad circles I see more YZs than WRs. I mean, the WRs come with big tanks, but the seating position is so bad many WR owners put pn a YZ seat and order a YZ large tank anyway.
I don't see it happening soon. The guys who want one and ride offroad will buy one anyway.
