yz suspension help

Ok, I just picked my front forks up from Pro Action (thanks Casey) I am new to reassembly so it took me a little while, well after all sead and done I am puzzled how to bleed them? I noticed the air bleeder screws were not tightened is that supposed to be that way ?? How do I or when do I tighen them up?

I hope I have provided enough info but if not please just tell me what u want to know.
