yz250 hard to start

Hi I am new here, I recently got a 1990 YZ250 from craigslist, for $700 the kid started it on the 2nd kick since I have gotten it home it is always been hard to start I have changed the plug cleaned the carb, and the air filter. Is this bike need a fuel filter it doesn't have 1.

So I kicked the bike over and it just backfires as well?
