Best bang for the buck IMO. When I had a 91 XR 250 I pulled the end cap and installed one from a XR 500. Then correct the jetting. They seem to respond best if jetted a little fat on bottom and needle and then jet it "close" at WOT.
If you have a few more bucks then turn it into a 280. It really helped the low end and mid-power areas. As I recall it was basically changing the piston and bore. I know that no head work was performed. At the time ('93) it cost about $100.
