03 RM123 forks

[03RM125]

ive got an 03RM125 that i just bought used and the forks seem real stiff and they sit about 1 inch down into the travel. they dont seem all that smoothe either. when i got it it had a leaky seal, so i fixed it using the film trick. do you think the oil might be down.

Can you guys give me some opinions cause i dont know alot about suspension.

if you just bought it theres no telling whats going on in there, I'd service the forks and go from there.
