Magazines say that the new 05 Honda CR250 powervalves seal better than the 02 through 04 according to Honda. Is it possible to fit the 05 powervalve in the older bikes? I want as much low-end as I can get and still have respectable top-end power.

CRman the cylinder is completely different. I'm thinking you can by a new 05 cylinder and head and out an domed piston in it and get almost the same thing. Also you will need a new pipe. the exhaust flange is different also. The big question is will it fit onto 02-04 cases. I garrantee sooner or later someone will try it. Either a performance tuner or a person who has acces to honda parts. If it does work. Think how many CR250 owners are going to buy 05 cylinders.

My guess is that the actuation is totally incompatable because the 02-04 use the electric servo and I'm guessing that this uses the normal centrifugal governer system coming from the bottom end.

No the 05 use a electric servo also. Your mixing up the 125 that went back to the mechanical governor.

The valves are not interchangeable, but you can put the '05 cyl/head/piston combo on the '02-'04 cases. The '05 pipe flange is back to the pre-'02 engine/exhaust flange.
