2001 WR250F, hard starting with cold engine

I recently tuned my bike and for the first few rides, I had no problem starting the engine when the motor was cold. Then, after 5 hrs. of running, it became hard to start with a cold engine, using the same procedure that I have used for 4 years. (the drill that we all talk about) Both times, it was mid 70s and humid, the same weather on the previous 3 sucessful starts. Hot starting is fine, but maybe slightly harder than before the tuneup. On cold start, no choke or hot start seem to be the ticket. The bike runs great once running. When looking at the side of the carb with the idle speed screw, to the right and lower on the carb from there, is a screw that seems to be half unscrewed near the float bowl. What is it for? Is it related to my problem. There is a hose coming off the carb behind there that heads down away from the carb.
