2002 RM250 Turbine Core II question

Well I was going to buy the Q but then I won a turbine core II on ebay for $10.50! Seems nice but inside the end cap the inner piece rattles a little against the end cap. I havent run it yet because the forks are off at the moment. So has this happened to any others or is this a sign its junk?

Looking for a quick fix if anyone has one....

End cap held on with rivits or screws? Aluminum rivits will wear and loosen with vibration... steel rivits will last longer. My guess is the "stinger" is loose inside the end cap?
