97 CR 250 Front Wheel Spacer?

I just had my forks done and when I went to put the front wheel on, it doesn't line up in the center. My question is, how many wheel spacers are on the front? I have one, did I lose one, or does the axle act as one?
Sorry if this is a stupid question, but I'm stuck. I've tried to put the spacer on each side of the wheel, but no luck.

There should be 2
one with a plastic dust cover for the left (rotor) side & one without the dust cover for the right side.
