Just ordered new xc for my son of 170 lbs starting as
a A rider next year in gnccs and harescrambles and
wondered if anyone had any suggestions as far as static
and race sag settings and preload.

I would spend at least 10 hours getting the wp suspension bedded in then see what its good at/ bad at, then come back to us and see what can be done, the manual will tell you the preload.The pds tends to like alot of sag, something like 115-120mm.

how much preload should I person run on a norm front and back on any bike?

it varies depending on the type of bike and rider preferences, there is no magic number, some like a lot of sag(eg RC) and others hate the feel.

well should a bike have the same amount of free sag front and back to be balanced?

you never get the same feel on the front due to excess stiction in the fork seals.You have to hold on the front brake, then press on the footpeg, and both ends should go down together.
