Big Wheel RM 85

My 13 year old son was given an RM85L tp race in the 85 cc class at our local track. (The bigwheel is legal here as long as the rider stays within the 85cc displacement) The problem is he would like to race the bike in some AMA races but I think it can only be raced in the Super Mini Class because of the 19 front tire. Would it be possible to run a big wheel in the 85 mod class if we change out the tire to a 17. This would give him more riding options and save us the expense of having to have a 105 motor built to compete in the SuperMini class. Please help with any suggestions on how he can race this bike in two classes.
