cr 250 help

hi need help , i have a 1989 cr 250 that was just rebuilt and now it has 220 lbs of compression . when i rebuilt it i had the mechanic to put new boyesen pro series reeds in it it has a fmf gnarly pipe on it and a fmf silencer i have put the jetting back stock and the needle jet on 2 on the clip . bike does not pull like a 250 should and fouls plugs pretty bad need help thanks

you need to jet it for the pipe/silencer/reeds.
