Cr 80 Rear wheel

I need help- We had the dealer install new wheel bearings and I also we put new collars on both sides

The problem is when we tighten the rear wheel nut the wheel will not turn

What are we doing wrong ??

I fixed the Bike - The collars were in wrong "The small Coller goes on the Brake side and the Large coller go's on the sprocket side

lesson well learned "remember how you took in it a part"
