CRF 50 Triple Clamp Install

I got a new CRF50 from my wife under the tree this year and have been in the process of $etting it up since. I bought the BBR complete front end kit with new forks, clamp, bars etc.

Question...When installing a triple clamp how tight do you make the bolt (the odd looking one) that goes under the top clamp? I have been experimenting with it. Too loose and it tends to get looser after a few rides causing the front end to get sloppy. Too tight and it makes the front end harder to turn. Is there a happy medium or am I missing something? Or do I need to get the better aftermarket roller bearing kit?
