disconnecting rm PV arm

After some neglect I've decided to rebuild the top end of my 2002 Rm 125. The only problem I'm having now is that I cannot figure out how to disconnect the powervalve actuating arm so I can slip off the cylinder. Does anyone know if it should disconnect by slipping the white plastic piece back through, it seems to be stuck in there with no easy way of getting it out. My shop could only say bring it in and we'll rebuild it for you, not for free of course. Any advice would be greatly appreciated.

That plastic piece should be clasped shut. If not snap it off and go buy a new one ($1) actually buy a couple for future use.
