My fork damper won't rebound properly. The manual says to depress the damper rod fully, then let the rod rebound on its own. The rod does not rebound all the way, after it stops I can pull it out another inch. I filled the fork with oil and bleed it according to the manual.

Is this normal? The manual says if it does not rebound all the way, the damper has air in it. But I bleed it according to the manual.

Any thoughts?
