Front tire rim lock ?!?!

Why does the front tire need a rim lock? Does braking make the tube/tire to spin that much? I did not put it back in when I put the tire back on. Was this a mistake?

I would put it back in, unless you like buying tubes. hard braking on the front will spin the tire.

Ive had tyres move on the front rim with the rim lock in place-i would refit it.
