Increased Resistance when using kickstarter

I'm trying to help my son fix his 01 cr250. It appears that when you try and use the kickstarter, that there is increased resistance than normal. When I pulled the plug, the kick seemed to be nice and smooth. It sounded to me like it might be some back pressure somewhere... but what the heck do I know. Thus the reason I have come to seek the wisdom of those wiser than I.

I appreciate any ideas y'all can throw at me.
