Kill switch woes

Hey all, i just got this bike.. It had a tether kill swich on it. I dont know if the circuit on the switch is normally open or closed. the kill switch doesnt work though. Any ideas on what to do? And i looked at the wiring diagrams in my clymer for this bike....is the switch on it supposed to be normally open or closed? I really have no idea what to do with it .....

The switch is normally open. When the switch is closed it grounds the ignition to the frame to kill the engine.
